Job Summary

Provide thorough, complete, and accurate cost estimates and schedules for design and construction projects of all scopes and sizes in support of the planning, funding, design, and construction of building projects.
Provide project management for full range of new construction, renovation, and building systems upgrades including projects involving electrical lighting, supply and distribution systems, plumbing, mechanical, fiber, civil, structural, and architectural construction.
Works closely with professionals in the commercial construction industry, as well as the public, to insure safe, structurally sound, and sanitary building construction. Work involves planning, estimating, plan checking, scheduling and field inspections as required ensuring compliance with all applicable codes and laws mandated by county, state and federal governments. Incumbent may be requested to work evenings and weekends as needed.

Minimum Qualifications

A bachelor’s degree in an appropriate area of specialization and four years of appropriate experience; or a high school diploma and eight years of appropriate experience. Appropriate college coursework or vocational/ technical training may substitute at an equivalent rate for the required experience.

Preferred Qualifications

Engineering, Architectural or Construction Degree.
Specific commercial construction project experience in estimating and project management.

Essential Functions

Description of Job Duty

Perform comprehensive Cost Estimator tasks to include:
Provide thorough, complete, and accurate cost estimates and schedules for design and construction projects of all scopes and sizes in support of the planning, funding, design, and construction of building projects;
Assess existing conditions for renovation projects, develop scopes of services and scopes of work, evaluate drawings and specifications produced by consultant architects and engineers, and stay current with market costs to ensure that the provided cost information is accurate;
Prepare preliminary and detailed cost estimates for design and construction projects which will include factors such as schedule, logistics, hard costs (construction cost, utility cost, general conditions, construction contingency, etc.), soft costs (design fees, permit fees, furniture, equipment, design contingency, etc.), inclusions, exclusions, escalation, and owner contingency;
Develop a project risk analysis to aid in setting contingency amounts within cost estimates;
Analyze and prepare detailed design and construction schedules to assist campus clients and project managers in understanding the timing of projects, and to incorporate logistical and escalation factors into cost estimates;
Review drawings, specifications, narratives, and other project documentation to ensure constructability and completeness;
Participate in discussions regarding alternate systems, detailing, and materials which could reduce costs while maintaining quality;
Evaluate bid packages and change orders to ensure thoroughness and accuracy of scope and costs. Document discrepancies for action. Negotiate pricing with contractors when appropriate;
Understand and keep abreast of market trends to ensure that cost estimates accurately reflect current labor and material costs;
Assist in long-term planning efforts for future capital construction, with a focus on establishing the proper budgets and schedules for major construction projects;
Possess extensive knowledge of all aspects of building design and construction including Civil, Architectural, Interiors, Structural, and Mechanical, Electrical and Plumbing (MEP) systems. Understand the change order process, contract management, project controls, and project schedules. Have a basic understanding of Building Information Modeling (BIM) systems and software.
Develop and assemble Cost Estimates, and write Scope of Work statements in department approved format with estimates that detail consultant design (if applicable), construction, permitting, and contingency.

Description of Job Duty

Provide Construction Project Management on assigned projects. Responsible for working with architects, engineers, consultants, construction managers, contractors, and vendors through the phases of planning, design, construction, and the one-year standard warranty. Reviews contract documents, including drawings and specifications, cost estimates, and bids, for accuracy and appropriateness with “Building Design and Construction Standards.” Coordinates contractor and consultant key and parking availability. Evaluates payment requests and change orders and assures that necessary back-up documents are attached prior to recommending approval. Reports construction progress, funds expended, percentage complete, changes to the un-obligated contingency balance online, and issues impacting the schedule during the Project Manager’s meeting every two weeks. It is the Project Manager’s responsibility to assure compliance with Standard Operating Procedures (SOP). Assists in the planning, design and construction process creating total quality assurance. Develops a quality control checklist, coordination of meetings and construction scheduling. Performs on-site Construction Project Inspections of architectural, mechanical, electrical, civil, structural, and fiber construction. Writes and files Construction Field Reports and effectively documents reports using standard approved format for each inspection completed. Completes a minimum of two inspections per project per week. Attends Project Meetings and assures agendas, minutes, and frequencies are executed per the Department of Facilities Planning and Construction Guidelines. Relates coordination as appropriate with Facilities Management, Space Management and strategic facilities-related issues. Works with Telecommunications to coordinate voice/data services. Effectively communicates with users as to issues affecting schedule, space availability, meetings pertinent for users to attend, and assures the date of substantial completion occurs at the scheduled date.
Coordinates submittals and shop drawings. Reviews comments by providing facility departments the opportunity to review. The Project Manager will carefully and closely compare the submittal to the contract documents (plans and specifications), discuss conflicts with the consultant to resolve and retain approved shop drawings in an organized file.
Effectively coordinates the invitation and applicable facility departments to join the consultant and contractors during the walk through and writing the Punch List. Assures all aspects of the contract documents are fully adhered to prior to approving final payment. One Punch List will be developed by the Consultant Team and completed by the Contractors prior to occupancy. Assures all close out papers and AutoCAD as-built documents are obtained and the files are in a highly organized manner consistent with the departmental procedure, and placed in the Plan Room for easy retrieval in the future. Independently completes contractor(s) and consultant(s) evaluations for each project using approved format within thirty days of final retainage or project work final payment. Conducts routine site, substantial completion, final inspection and eleven- month post occupancy inspection to ensure compliance with contract documents. Coordinates projects with Escambia County Building Inspections Division and State Fire Marshall’s Office as related to in-house and external design consultant plan reviews.

Reviews and recommends revisions to the “Project Manager’s Manual” to the Director, Planning and Construction. Evaluates and suggests improvements to procedures established by Procurement and Contracts, Facilities Operations, and Facility Administration to improve document flow. Assists in developing in-house specifications, design and construction documents, and bid packages made available with Purchase Requisitions, to the Facilities Business Manager, and Procurement and Contracts. Evaluates proposals and estimates. Reviews quality assurance approach for schematic, design development, and construction documents.
