Job Summary

The Associate Vice President of Human Resources reports to the President and has the overall authority for directing and administrating the University’s Human Resource programs.

Minimum Qualifications

Master’s degree in an appropriate area of specialization and seven years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and nine years of appropriate experience.

Preferred Qualifications

Experience in managing a large, complex human resources department, preferably in a public sector. Minimum of seven years of experience in Human Resources and supervision of employees. Certification in PHR, SPHR, CCP, SHRM-CP, or SHRM-SCP.

Essential Functions

Description of Job Duty

The Associate Vice President has responsibility for the overall administration of a department of 14 employees with responsibility for all human resources/personnel administration. Supervision of three Associate Directors who manage the following human resources programs: benefits, payroll (faculty, staff and student), employment/recruitment, professional development, EEO, performance evaluations, service awards, employee and labor relations, record retention, foreign nationals, public record requests, and other related HR programs. Supervision of one Office Administrator in management of the office, personnel files, etc.

Develop and implement regulations, policies, and procedures in all areas of Human Resources programs and responsibilities that are consistent with state statutes, federal law, and maintain University and Board of Trustees’ goals and objectives.

Develop strategic plans and goals for the department of Human Resources. Direct departmental accomplishments and activities while developing and implementing policies consistent with University regulations, policies, goals, and objectives. Provide guidance, direction and support to human resources managers and staff.

Serve as a part of the Management Bargaining Team for the American Federation of State and County Muncipal Employees (AFSCME) collective bargaining process on behalf of the Board of Trustees, the Police Benevolent Association (PBA) and the United Faculty of Florida (UFF). Manage the PBA and AFSCME grievance processes.

Provide professional assistance and guidance to supervisors and administrators on human resource management issues. Serve as a resource and representative on state, local, and university teams, groups, and committees.
